Robert Mankowski

Mr. Mankowski has over 20 years of environmental consulting and management experience.  His broad range of experience includes: Phase I Environmental Assessments and Phase II Subsurface Investigations, Remedial Investigations/Feasibility Studies (RI/FS), Industrial Compliance Audits, Risk Assessment, Remediation Projects including Leaking Underground Storage Tank Sites involved with soil vapor extraction and dual phase extraction systems, in-situ bioremediation, soil and groundwater removal; Hazardous Waste Landfills and Lagoons (RCRA Closures), PCB releases (TSCA), Emergency Response, and State and Federal Superfund Sites.  He has evaluated existing and potential environmental liability exposure and provided cost estimates for abandoned industrial facilities, commercial businesses, and Brownfields sites for various business transactions ranging from hundreds of thousands of dollars to billions of dollars.  Mr. Mankowski’s experience includes the management and oversight of over 100 UST/LUST sites during his career with EPI.

Mr. Mankowski has worked on environmental permits, waivers and exemptions for industry and municipalities, which has resulted in considerable savings for the entities involved and allowed resources to be allocated to other areas.  He has prepared Spill Prevention Control and Countermeasure (SPCC) Plans for industry, Stormwater Pollution Prevention Plans (SWPPP) for commercial and industrial operations, RCRA Closure and Contingency Plans for RCRA regulated facilities, Landfill and Waste Transfer Facility Permits, SARA/Title III/Community Right-to-Know Reporting and OSHA Hazard Communication Plans.  Mr. Mankowski has successfully designed and directed Risk-Based Corrective Actions, since the inception of RBCA, for No Further Remediation determinations, for numerous petroleum releases and Brownfield Sites.  In many cases, it was demonstrated that exposure routes could be excluded and no cleanup was required; higher target risks were demonstrated to be applicable based on background conditions and groundwater use, engineered barriers and institutional controls and that further remediation to established cleanup objectives was impractical and contamination was allowed to remain in place.  In other cases, Tier 2, or site specific cleanup objectives were proposed and accepted to complete closure.

Mr. Mankowski successfully negotiated for a Recycling Permit Authorization to recycle hazardous waste on-site at a state superfund site in the State of Massachusetts for the PRP, through the state superfund program, without going through the rigorous RCRA Permitting process.  This was accomplished at a time when the state (MDEP) was establishing new policy and procedures for state superfund sites and the hazardous waste program.

The PRP was able to address a portion of the site at a fraction of the cost and time it would have taken through the established Hazardous Waste program in place at the time of the cleanup.  The site was used as a case study for the new policy and procedures that were later incorporated into the state rules and regulations.  Mr. Mankowski directs regulatory affairs and provides regulatory seminars for industry, lending institutions and company staff.

Mr. Mankowski has been involved with quality management since 1991 when he was working for a government contractor.  He provides direction and oversight of the EPI Quality Management System Program and provides technical review of EPI projects and reports.
